Description

The Divisional Head: HR & OD is in charge of overseeing all aspects of Strategic Human Resources Management, remuneration, benefits and operations in order to meet the needs of the constantly evolving business. The role of the Divisional Head: HR &OD is to build upon the organisation’s current people programs and service delivery strategies, enhancing organizational decision-making and approaches for securing capacity and efficiency.

Reporting to the Municipal Manager.  The Divisional Head: HR & OD is an active member of the Senior Management Committee as well as a key executive partner and advise on Strategic Human Resource interventions & matters, tasked with, change management, and organizational design. 

 

Oversees the management of the different Units/Sections in terms of the key performance areas in Human Resources Management and Development.

 

Key Performance Areas:

  • Organisational development and design
  • Facilitate and manage the formulation of HR related policies
  • Employment Equity Management
  • Recruitment and selection
  • Skills development management
  • Remuneration and benefits management
  • payroll management
  • Employee relations (Labour Relations)
  • Occupational health and safety & wellness awareness
  • Organisational Individual Performance management
  • Facilitate and manage the Extended Public Works Programme (EPWP)
  • A member of the various legislated Council Committee with regards to Strategic Human Resource Management reporting and advice.

 

Required Qualification of the Divisional Head: HR & OD

 

  • Education: The Divisional Head: HR & OD must have a B degree in Human Resources (preferably Honours), Administration, or other relevant field. A suitable candidate will also have SABPP/IPM or any Recognised HR Professional Body Certification (current).

 

  • Experience: A candidate for this position will have had at least 5-10 years of working experience in a senior Human Resources position, preferably working as a HR Business Partner, Director Training and Development, Head of HR Administration or Head Recruiting.
